Changes to Germany’s Social Security System: What the New Rules Mean for Uzbek Citizens

According to the Migration Agency under the Cabinet of Ministers, Germany has introduced significant reforms to its social security system aimed at activating the labor market and directing state aid to those truly in need.

Starting July 1, 2026, the previous "Bürgergeld" social benefit system has been replaced by the new "Grundsicherungsgeld" (basic social security). The new framework is designed to integrate able-bodied citizens into the labor market as quickly as possible.

What are the key changes?

• Focus on Rapid Employment: The primary goal of the Jobcenter is no longer to assign individuals to various courses, but to return them to the labor market quickly. Unjustified refusal of a suitable job offer will result in the reduction or complete suspension of social payments.
• Stricter Asset Checks: Bank accounts, savings, and other assets will be thoroughly assessed from the very first day of applying for social assistance.
• Requirements for Parents and Youth: Active job hunting or language classes are mandatory after childcare leave. Enhanced measures are also in place to ensure graduates and youth enter the workforce promptly.

Who is affected? 

The reforms primarily target unemployed individuals receiving Jobcenter aid, foreigners who have lost their jobs, under-earning self-employed workers, and recent graduates. Those working under an official employment contract, Blue Card holders, and professionals with a stable income will only be affected if they lose their jobs.

What should Uzbek citizens pay attention to? 

The Migration Agency under the Cabinet of Ministers strongly advises Uzbek citizens living and working in Germany to respond to Jobcenter communications on time, attend scheduled meetings, seriously consider job offers, and never hide their employment status or income details.
